Henrik Rytter Jensen is an independent senior energy and climate consultant with more than 28 years of international experience supporting governments, multilateral development banks and the private sector in delivering the green energy transition.
Most recently he was Senior Energy Specialist in ESMAP at the World Bank - seconded from the Danish Ministry of Foreign Affairs - where he led the Zero Carbon Public Sector programme inside the Accelerating Decarbonization Pillar and served as task team leader for climate auctions and EDGE-certified affordable housing in Indonesia. ESMAP manages donor-funded trust funds in the order of USD 400 million in grant funding for World Bank operations.
He currently advises the World Bank on public building renovation operations in Türkiye and the Caribbean - including leading the Energy Efficiency Strategy and Second National Energy Efficiency Action Plan (2024-2030) for Türkiye, and supporting the Türkiye Energy Efficiency in Public Buildings 1 & 2 projects (combined USD 500 million loan, ~1,000 buildings) on ESCO guidelines, EPC contracts and measurement & verification.
Prior to the World Bank he was based in Malaysia and Southeast Asia for close to two decades - Chief Technical Advisor to the UNDP/GEF Green Technology Application for Low Carbon Cities (GTALCC), CTA to Malaysia's National Energy Efficiency Master Plan and the DSM capacity building of the Energy Commission, and team leader for the Danish CDM Programme in Southeast Asia, where he managed a portfolio of 47 CDM projects and was actively involved in the development of 33.
